What Is the Missouri Consumer Directed Services Program?
The Missouri Consumer Directed Services (CDS) Program is a Medicaid-funded home care program that puts you in control of your own care. Instead of a home health agency choosing your caregiver, you get to select, hire, and direct the person who helps you — even a trusted family member.
Getting Started
How the Consumer Directed Services Program Works
Determine Eligibility
Confirm you qualify for Missouri Medicaid (MO HealthNet) and meet the functional eligibility requirements for home-based services.
Develop Your Service Plan
Work with a case manager to create a Consumer Directed Service Plan (CDSP) that outlines the type, frequency, and scope of care you need.
Choose Your Caregiver
Select a trusted person to be your Personal Care Attendant — this can be a family member, friend, or neighbor you already trust.
Begin Receiving Services
Your caregiver is enrolled, trained, and begins providing services in your home — on your schedule, your way.

We provide daily living assistance and services similar to those offered through the Consumer Directed Services (CDS) program — available to individuals who do not receive Medicaid and prefer to arrange care privately.
